Medical, Dental & Vision
Medical coverage: Choose from the available medical options, subject to eligibility. The HDHP with HSA option is available, while the PPO option is limited to grandfathered participants.
Dental: Delta Dental provides coverage for preventive, basic, and major services, with a $1,500 annual maximum per individual.
Vision: VSP offers voluntary, employee-paid vision coverage, including exams, frames, lenses, and contact lenses.
Use in-network providers whenever possible to help manage your out-of-pocket costs. Both medical plans cover eligible preventive care at 100% in-network.
Health Savings Account (HSA)
Employees enrolled in the HDHP who meet IRS eligibility requirements may participate in an HSA.
MCESC’s 2027 HSA contributions:
- Employee-only coverage: $1,750
- Employee + spouse, employee + child(ren), or family coverage: $2,500
HSA funds can be used for qualified healthcare expenses, roll over from year to year, and remain yours if you leave MCESC. Contributions are deposited twice per year, with the first pay in January and the first pay in July.
Flexible Spending Accounts (FSA)
FSAs allow you to set aside pre-tax dollars for eligible healthcare or dependent care expenses.
Available options include:
- General Purpose Healthcare FSA
- Limited Purpose FSA for eligible HSA participants
- Dependent Care FSA
Plan ahead: FSA funds generally do not roll over, so carefully estimate your anticipated expenses before choosing your contribution amount.
Important Surcharges & Savings
Biometric Screening — $50/month
Complete the required preventive health screening and submit the provider form to the Treasurer’s Office by December 1 of the applicable plan year, or attend an available on-site clinic. Failure to meet the requirement results in a $50 monthly surcharge.
Spousal Surcharge — $100/month
A monthly surcharge applies when you cover a spouse who has access to group health insurance through their own employer. Employees must complete the required spousal surcharge form.
Waiving Medical Coverage — $1,000 stipend
Employees who waive medical coverage for a full January–December plan year may qualify for a $1,000 stipend paid the following February. Proof of other coverage is required. Midyear waivers do not qualify until a full plan year has been waived.
